CSA Standards
First Nations building officials know better than anyone the challenges facing their communities when it comes to improving the quality of housing and infrastructure. They need the best tools available to tackle these challenges, at an affordable cost.
These standards provide essential information that will ensure builders are using the most up-to-date quality and safety standards in construction materials and processes available today.
โSmart building officers are really hungry for this material,โ says Aubrey LeBlanc, chief administrative officer for the Ontario Building Officers Association (OBOA). Many First Nations officials are โahead of the curveโ in their use of standards, adds LeBlanc, but more need to be aware of how important the standards are, and how easy and inexpensive they are now to access. FNNBOA president Keith Maracle agrees. โWhen we hire our own people, we want them to know why they are pounding 10 nails into a 2-by-4. You donโt want a floor to collapse. There is a standard in the building code that governs this.โ
First Nations band councils, local contractors and housing managers need access to these standards in particular when government funding for construction projects requires First Nations to choose either the National Building Code or a provincial one to follow, with these standards cited. With First Nations representatives sitting at the table when provincial standards are reviewed and approved, it has become part of the First Nations mandate to build according to the best and most current standards. That is especially true for remote or far northern communities, says Clayton Seymour, building inspector for the Temiskaming Municipal Building Association (TMBA) in northern Ontario. For example, with pre-fab or mobile homes built off-site and shipped to a remote community, โthe inspector needs to be well versed in the CSA 240 standard, and that the build is correct.โ
With innovations in materials and processes happening at an increasing pace, itโs also important for inspectors to refer to the most recent standard in whatever code they are adhering to. โIf an inspector doesnโt have a copy of the standard, and tells the contractor to go ahead, whereโs the accountability? The liability falls back on you,โ says Seymour.
Consulting the CSA standards in any building code, and looking for the CSA-approved stamp on any materials used is a recognized โbest practiceโ for any building official. Knowing that the standard has been vetted by numerous professionals in multiple fields of construction materialsโ manufacture and use is the best peace of mind any building official can have.
